Nightlife, as a critical dimension of urban quality of life, cultural vitality, and socio-economic functionality, has attracted increasing scholarly attention in recent years. However, the realization of sustainable nightlife in public spaces—particularly within historical urban fabrics—faces multiple physical, managerial, and social challenges, and existing studies largely lack a forward-looking perspective. This study aims to elucidate and analyze potential scenarios of nightlife in selected public spaces within the historical fabric of Tehran, employing a futures studies approach.
A qualitative–analytical methodology, based on the analysis of mutual interactions among key indicators, was adopted. Initially, six critical indicators were identified through the Delphi technique, involving 15 experts: noise control regulations, diversity of nighttime land uses, police presence and supervision, lighting and urban furniture, organization of events and festivals, and 24-hour public transport availability. Subsequently, various states of each indicator were defined, and potential future combinations were examined using scenario building and compatibility matrix analysis.
The results indicate that nightlife is a multidimensional phenomenon, dependent on the simultaneous interaction of managerial, social, and physical components. Three potential scenarios were derived: two with relatively high internal coherence and full compatibility, and one unfavorable and unstable scenario. The relatively favorable scenario emphasizes effective regulation enforcement, diverse nighttime activities, active police presence, enhanced physical environment quality, and full access to nighttime transportation, thereby promoting security and social vibrancy during nighttime. Conversely, the unfavorable scenario reflects the simultaneous weakening of these factors, leading to the decline of nightlife.
The primary finding of this study suggests that the sustainability of nightlife in Tehran’s historical fabric relies less on mere expansion of nighttime activities and more on intelligent governance, institutional coordination, and integrated, forward-looking planning. These insights can serve as an analytical foundation for policy-making and planning aimed at enhancing urban nightlife, particularly within historical public spaces.
